Vincent Li earned his M.S. in Electrical and Computer Engineering from the University of California, Davis in 2016, where his graduate research focused on RF device fabrication, molecular sensor engineering, and statistical modeling of nanoscale systems. He also completed his B.S. in Electrical Engineering at UC Davis, with projects in CMOS design, radar systems, and VLSI circuit implementation.

After graduation, Vincent joined TSMC as a SoC Test Engineer, where he led production test development for advanced process nodes including N7 and N5. His work contributed to high-volume manufacturing success and earned recognition through multiple test code innovations and two trade secret filings in RTOS and eFuse technologies.

He later moved to Qualcomm, where he currently serves as a Senior Advanced-Node PTE. In this role, Vincent leads silicon bring-up and reliability testing for TSMC N3E and Samsung SF 3GAA technologies. He develops software-driven test strategies, combining automated test program generation, statistical analysis pipelines, and machine learning models to accelerate yield learning and cross-foundry collaboration. His contributions have enabled scalable testing methodologies across trial production platforms and improved IP learning through data-centric methods.
